U.S., South Korea agree to boost ballistic missile capability

SEOUL (Reuters) - South Korea has reached a landmark agreement with the United States to extend the reach of Seoul's ballistic missiles by more than twice the current limit to counter the threat from North Korea, the government said on Sunday.

The move to significantly boost the South's missile capabilities is likely to rattle the communist North which has remained at odds since the 1950-53 Korean War left the peninsula divided.

It may also stoke concern in China, Japan and Russia, parts of which would be within range of the new missiles.

Under the agreement, South Korea can develop missiles up to a range of 800 kms (497 mile) from the current ceiling of 300 kms (186 mile), Chun Young-woo, top secretary to President Lee Myung-bak for foreign and security affairs, told reporters.

He said the United States and South Korea also agreed to maintain the maximum payload for a South Korean-developed ballistic missile at the current level of 500 kilograms (1,102 lbs).

However, if Seoul chose to develop a missile with shorter ranges, it could increase the payload accordingly.

Seoul has for years sought to extend its missile range to deter the North, which it said had developed missiles that could reach every corner of the country.

"The most important goal for our government to revise the missile guidelines is deterring North Korea's military provocations," Chun said.

Currently, all of South Korea as well as U.S. military installations in Japan and Guam, are within the range of North Korean missile attacks, according to South Korean government data.

In April, North Korea was condemned by the U.N. Security Council after a failed long-range rocket launch. U.S. allies including South Korea deemed it a disguised test for the North to upgrade its ballistic missile technology despite Pyongyang's claim that it was aimed to put a satellite into orbit for peaceful purpose.

Washington had sought to discourage South Korea from developing longer-range ballistic missiles in keeping with a voluntary international arms-control pact known as the Missile Technology Control Regime (MTCR).

Blessing of the Animals celebrates love of pets - Kane County ...

GENEVA ? Like most older dogs, Lucky, a 15-year-old Bichon Frise, is having some health issues.

Owner Mike McDonnell of Geneva thought Lucky could use a blessing or two, which is why brought him to the lawn of the Old Courthouse in downtown Geneva on Sunday for St. Mark's Episcopal Church's sixth annual Blessing of the Animals ceremony.

"I'm hoping it will give him a few more years," McDonnell said.

Accompanying Lucky was McDonnell's other dog, Pudge, a Lhasapoo. He was grateful to be bringing Pudge to the event.

"He got away from us last Thanksgiving," McDonnell said. "We found him later at an animal shelter in Aurora. It was the longest night of our lives. We thought we had lost him."

The event also celebrated the feast of St. Francis of Assisi, known as the patron saint of animals and the environment.

"He loved nature so much," said the Rev. Mark Tusken senior pastor at St. Mark's, who offered blessings to the animals along with the Rev. Claudia Nalven, assistant rector at St. Mark's. "It's a great day to give thanks to our pets for the love they offer us."

Jan Risch's 11-year-old Golden Retriever, Boomer, dutifully sat in front of her as Nalven wished the well-behaved dog good health and other blessings.

"We have so much joy with our animals," Risch said. "He's a good boy. He's rather shy."

Although the majority of animals that Nalven blessed on Sunday were dogs, she also gave blessings to a cat and even a turtle.

"People love their animals," Nalven said. "For some people, pets are part of their family."

Nalven herself owns a 10-year-old rescue dog.

"I love animals and I love the opportunity to pray for people I haven't met before," Nalven said.

TT's Gillispie ordered to avoid stress for 30 days

LUBBOCK, Texas (AP) ? Billy Gillispie said doctors have ordered him to avoid any stress for 30 days in an effort to bring the Texas Tech basketball coach's blood pressure down.

In a text message sent to the Associated Press on Monday, Gillispie confirmed he'd been treated for kidney problems and abnormal headaches last week at the Mayo Clinic in Minnesota.

The school had no comment on Gillispie, who is currently on indefinite sick leave as Texas Tech gets set to begin practicing Oct. 12.

Gillispie spent four days at the Rochester, Minn., medical facility. That followed an earlier six-day stay at Lubbock's University Medical Center that began Aug. 31, the day Gillispie was to meet with Texas Tech athletic director Kirby Hocutt to discuss allegations of mistreatment of players.

A group of players met with Hocutt on Aug. 29.

Ambulances were sent to Gillispie's home twice in a 10-day span. The 52-year-old, entering his second season with the Red Raiders, was taken to the hospital after he called 911 early on Aug. 31, hours before he and Hocutt were to meet. It was not immediately clear who called 911 the evening of Sept. 11, but Gillispie was not taken to the hospital.

Hocutt told Gillispie last week that the coach was no longer to make day-to-day decisions for the basketball program or to engage with it at all so he can focus on his health. Associate head coach Chris Walker is in charge.

The Lubbock Avalanche-Journal first reported Gillispie was to avoid stress for 30 days.

Texas Tech went 8-23 last year, winning just one game in Big 12 play.

Gillispie had been out of coaching for two years when he came to Lubbock. He previously was head coach at Kentucky, Texas A&M and UTEP. Kentucky fired him in 2009 after the Wildcats went 40-27 in his two seasons and missed the NCAA tournament for the first time in 17 years.

Greek opposition leader hardens anti-bailout stance

ATHENS (Reuters) - Greek opposition leader Alexis Tsipras hardened his line against the country's international bailout on Saturday, vowing to fight an austerity round that Athens is negotiating with its lenders.

The 38-year-old leftist said he would mobilize his lawmakers and supporters against the measures to prevent them from causing irreparable harm to Greece's economy, after more than two years of austerity measures that have slashed wages by a third.

"The time to stop the catastrophe is now," Tsipras said in a speech in the northern city of Thessaloniki. "These measures must not pass. They will deliver the final blow to the people."

Capitalizing on popular frustration with past cuts, Tsipras's Syriza party surged from the political fringes to become the second-biggest party in a June election, losing narrowly to conservative Prime Minister Antonis Samaras who now heads a fragile three-party coalition.

Athens is currently negotiating with inspectors from the European Union and International Monetary Fund over new cuts that will further erode household incomes after five consecutive years of recession and unemployment of almost 25 percent.

Exasperated by its poor reform performance so far, lenders are pushing Greece to agree and pass the measures soon if it wants to qualify for further rescue payments and avoid a chaotic bankruptcy that could force it to abandon the euro.

Violent demonstrations against past austerity measures contributed to the fall of a Socialist government which negotiated Greece's first bailout in May 2010. Greece's biggest labor unions have called a 24-hour strike against the planned measures for September 26.

The only way for Greece to cope with its spiraling debt was to repudiate a large part of it, Tsipras said: "That's the only credible and viable way to way to get out of recession."

He said Greece must work with other indebted European countries and he brushed aside concerns it risked getting kicked out of the euro.

"Nobody in the euro zone has a political motive to force a country to leave," Tsipras said. "Germany definitely has no such motive".

The Greek government dismissed Tsipras's promises to repudiate debt and reverse all wage and pension cuts made over the past two years.

"The only thing he didn't clarify is in which currency he will honor his pledges," said government spokesman Simos Kedikoglou.

"At Syriza they're making dreams of printing drachmas."

"Go-Topless Day" in New York seeks equal rights to bare chests

NEW YORK (Reuters) - Some two dozen topless women protested in a New York City park on a hot, sweaty Sunday as part of what they called "National Go-Topless Day" to draw attention to inequality in topless rights between men and women.

There were topless men in the park, too, but nobody paid them much attention, a disparity, organizers said, that demonstrated the need for the event.

The topless women drew crowds of onlookers who took pictures and video with their cell phones.

"We say there is nothing wrong with the female nipple," Karen Heaven, an organizer of the event, told the crowd that quickly formed around her in Manhattan's Bryant Park. She was wearing white pants and not much else besides a purse over her shoulder. "My dog has six, I have two, but I can be put in jail for showing my nipples. It's 2012 -- what are we thinking?"

It is legal for women to go topless in public in New York City but laws vary widely across the United States. Heaven and her colleagues say discrimination is unconstitutional and they want full equality.

Similar protests were scheduled in about 30 U.S. cities and 10 around the world, organisers said.

The annual Go-Topless Day was established in 2007 by a former sports car journalist called Rael, who founded a religion called the Raelian Movement after he said he was visited by a space alien in a French volcano park who told him life on Earth was created by extraterrestrial scientists, according to an account on his website.

Occasional references to alien creators did not seem to register with the crowd, which focused mostly on the breasts.

"I'll show these to a few friends and then delete them after a few days," Rudy Sison, a New Yorker who happened to visit the park on Sunday, said as he thumbed through photographs and video he had just taken on his phone. "They're topless."

Several women waved signs saying: "Equal Topless Rights For All."

After the speeches, a guitarist led the crowd in a reworking of The Beatles' song "Let It Be."

"Let 'em breathe," people sang. "Let 'em breathe."

S. Africa police fire at striking mine workers

JOHANNESBURG (AP) ? South African police opened fire Thursday on a crowd of striking workers at a platinum mine, leaving an unknown number of people injured and possibly dead. Motionless bodies lay on the ground in pools of blood.

Police moved in on striking workers who gathered on a rocky outcropping near the Lonmin PLC mine Thursday afternoon. On TV footage, a volley of intense gunfire could be heard. Private television broadcaster e.tv showed images of still bodies lying in the blood in the dust. Another image showed some miners, their eyes wide, looking in the distance at heavily armed police officers in riot gear.

Police Capt. Dennis Adriao, a spokesman for the officers at the mine, declined to immediately comment. Jeff Wicks, a spokesman for private ambulance company Netcare Ltd. that was standing by at the mine, also declined to comment.

Barnard O. Mokwena, an executive vice president at Lonmin, would say only: "It's a police operation." Lonmin is the world's third largest platinum producer

In a statement earlier Thursday, Lonmin had said striking workers would be fired if they did not appear at their shifts Friday.

"The striking (workers) remain armed and away from work," the statement read. "This is illegal."

The unrest at the Lonmin mine began Aug. 10, as some 3,000 workers walked off the job over pay in what management described as an illegal strike. Those who tried to go to work on Saturday were attacked, management and the National Union of Mineworkers said.

On Sunday, the rage became deadly as a crowd killed two security guards by setting their car ablaze, authorities said. By Monday, angry mobs killed two other workers and overpowered police, killing two officers, officials said. Officers opened fire that day, killing three others, police said.

Operations appeared to come to a standstill Tuesday as workers stayed away from the mines, where 96 percent of all Lonmin's platinum production comes from. The stoppage has spooked those investing in Lonmin. Stock in Lonmin plunged 6.33 percent in trading Thursday afternoon on the London Stock Exchange.

While the walkout appeared to be about wages, the ensuing violence has been fueled by the struggles between the dominant National Union of Mineworkers and the upstart Association of Mineworkers and Construction Union. Disputes between the two unions escalated into violence earlier this year at another mine.

Both unions have blamed each other for the strife at the mine at Marikana, about 70 kilometers (40 miles) northwest of Johannesburg.
