Snoop Dogg endorses Ron Paul, for Shizzle? (Reuters)

LOS ANGELES, Jan 30 (TheWrap.com) ? Snoop Dogg, throwing his weight behind Ron Paul? Politics really does make strange bedfellows -- or at least smoking buddies.

The rapper and marijuana enthusiast appeared to grant his endorsement to GOP candidate Paul on his Facebook page late Monday, posting a picture of Paul with the headline "Smoke Weed Everyday." Snoop Dogg -- born Calvin Broadus -- included the message "Because I said so" with his post.

Broadus -- whose most recent marijuana-related arrest occurred earlier this month, at the Texas border town of Sierra Blanca -- is presumably drawn to Paul due to the libertarian-leaning candidate's stance on drugs. Paul, an advocate of smaller federal government, was a co-sponsor of the States' Rights to Medical Marijuana Act, and supports the Personal Use of Marijuana by Responsible Adults Act of 2008.

It's unclear whether Broadus was aware of Paul's reported history of signing his name to racially-charged newsletters in the 1990s. (Though Paul's name appears on several pamphlets containing racial rhetoric, he told CNN in December that he was unaware of the controversial passages at the time of their publication, stating, "I've never read that stuff. I've never read -- I came -- was probably aware of it 10 years after it was written.)

Though Paul's chances of grabbing up the GOP nomination appear to be distant, the Texas congressman does appear to be developing quite the stable of musician endorsements -- late last year, country singer Kelly Clarkson caught criticism after singing Paul's praises.

"I love Ron Paul. I liked him a lot during the last Republican nomination and no one gave him a chance," Clarkson said in a tweet. "If he wins the nomination for the Republican party in 2012 he's got my vote. Too bad he probably won't."

Why Are We Giving Away Billions in Foreign Aid? (ContributorNetwork)

COMMENTARY | According to a Reuters report, the U.S. has announced it wants to give close to $1 billion to Bangladesh over the next five years to alleviate poverty and malnutrition, help with family planning and infectious diseases, research farm productivity and address climate change. We've already given that country $5.7 billion as of 2011, the report states.

It always shocks me when I hear -- amid all the noise about how broke our government is -- that we're giving billions to help other countries. It's not that I'm against helping, mind you. I tend to think charitable giving is something better left in the hands of private organizations, with private dollars, however. But it isn't. What's more, according to a June Fox News report, we're giving hundreds of millions of dollars in aid to countries we're borrowing billions of dollars from, including China, Brazil, Russia, India, Mexico and Egypt. As a side note, I did not realize we were borrowing money from Mexico, but according to the report, it holds $28.1 billion of U.S. Treasury bonds.

The Fox News article states much of this money is going to preventing tuberculosis and AIDS/HIV, combating weapons of mass destruction and counterterrorism. But that's not all. The Census Bureau compiles foreign aid information, with reports that can be found in PDF format on its website. According to the 2012 statistical data, in 2009, the U.S. provided almost $45 billion in foreign aid, including about $34 billion in economic aid and a little over 11 billion in military aid.

Of the U.S. economic aid in 2009, the largest recipients were Afghanistan and Iraq, followed by Pakistan and Sudan. The West Bank/ Gaza tops of the list of the five countries receiving the most economic aid from the U.S., with a little over $1 billion worth. In military aid, more than $5.7 billion went to Afghanistan. Over $2 billion went to Israel. Egypt received more than $1 billion. Did you know we were sending military aid to Egypt?

The list of countries we send our money to is daunting. The amount of money we send to them is crazy. According to the figures, since 2001, that amount has increased from $16,836,000,000 to $44,957,000,000. And we don't have enough to pay our own bills. And we listen to our Congress talk about cutting our spending. I think we need to cut down on the high-priced gifts and loans we're giving to everyone else.

Surgery is the most effective way to treat anal cancer. They will remove the sphincter and since the cancer is localized which will generally remove all of it from the body. China paper says punish Philippines over US ties (AP)

BEIJING ? An official Chinese newspaper says Beijing must punish the Philippines economically for proposing closer military ties with Washington.

The nationalist tabloid Global Times, published by the Communist Party's People's Daily, said Sunday that China must pressure Manila to abandon cooperation with the U.S.

China and the Philippines, along with other nations, are locked in a territorial dispute in the South China Sea, and Beijing sees the U.S. as an unwelcome interloper in that dispute.

U.S. and Philippine officials agreed last week to increase cooperation in various areas including maritime security and defense. The Philippines said it is considering more joint military exercises and a greater presence by American troops.

TV ratings: Fox wins night with "Idol" (Reuters)

LOS ANGELES (TheWrap.com) ? Fox scored a decisive win Wednesday night on the strength of "American Idol" and a preview of the new Kiefer Sutherland drama "Touch," while NBC's new comedy "Are You There Chelsea" dropped significantly to hit a ratings low, according to preliminary numbers.

"Idol," airing at 8 p.m., was down slightly from last week but was easily the night's top-rated and most-watched show of the night, drawing a 6.4 rating/18 share in the adults 18-49 demographic and 19.5 million total viewers. A preview of "Touch" the following hour posted a 3.9/10 in the demographic -- the second-highest drama debut this season, behind ABC's "Once Upon a Time" -- and 11.8 million total viewers. ("Touch" officially premieres March 19.) Combined, "Idol" and "Touch" gave Fox an average 5.2/14 in the demographic and an average 15.6 million total viewers.

On NBC, "Whitney" at 8 p.m. dipped to 1.4/4 in the demographic and 4.4 million total viewers, while "Are You There Chelsea," which premiered to so-so numbers earlier this month, had a 1.4/4 in the demographic and 3.9 million total viewers. It was down 18 percent in the ratings from last week. "Law & Order: SVU" repeats filled out the evening.

Following a "Criminal Minds" repeat at 8 p.m., CBS ran a new "Criminal Minds" at 9 p.m., which was up 13 percent versus last week for a 3.6/9 in the demographic and 13.6 million total viewers. "CSI" the following hour jumped 18 percent over last week, taking a 3.3/9 in the demographic and 14 million total viewers.

ABC ran only repeats.

2 Mexican cops charged in killing of 2 students (AP)

MEXICO CITY ? Prosecutors in southern Mexico say two state police officers have been charged in the killings of two student demonstrators during a protest last month.

Guerrero state prosecutors say the shots that killed the two students were fired from where the officers were standing.

A statement Thursday says the officers tried to hide evidence, including the clothes they were wearing that day.

Students from a rural teachers college blocked a main highway on Dec. 12 to demand more government funds for the school and battled police trying to clear it.

More retail centers installing electric vehicle charging stations

"Charge it" may soon have new meaning at shopping malls and retail centers across the country.

As sales of electric cars begin to pick up, retailers nationwide are installing electric vehicle charging stations in their parking lots so customers can plug in and juice up their vehicles while browsing inside.

Leading the way is drugstore chain Walgreen Co., which is installing chargers at about 800 stores nationwide, including about 100 Southland locations.

Macy's Inc. is installing chargers at a handful of department stores in San Diego. Kohl's Corp. is undertaking a pilot program to equip 33 stores nationwide with charging stations, and Best Buy said it will test them at 12 locations, including San Diego and Los Angeles.

Retailers view the chargers as a good investment for the future, a way to one-up competitors and burnish a green reputation. Although adoption of electric cars has been tepid so far ? only about 17,000 sold in the U.S. last year ? many retail chains are hoping to win goodwill with eco-conscious, high-income customers by offering an amenity that very few actually need yet.

California leads the nation with about 89,000 registered electric cars on the road last year, according to the Department of Motor Vehicles.

One roadblock for electric car sales has been the need for drivers to regularly recharge the batteries and the limited number of public places to do so.

There's even a term for it: "range anxiety," or the fear of getting stranded on the road with no outlet in sight. Only 5,084 public chargers are scattered around the country, and more than a quarter of them are in California, according to the U.S. Department of Energy.

Retailers are moving quickly to fill that void. And, for now, most are providing electricity for free.

At Walgreen "we said, 'Let's lead in this area," said Menno Enters, the Deerfield, Ill., drugstore chain's director of energy and sustainability. "We're all about convenience, and many of our stores are located around commuter routes. We realized that Walgreens was ideally situated to implement a strategy for electric chargers."

If the electric car movement takes off, Walgreen is hoping to snatch sales from nearby gas stations that "seek the same convenience-type customers," Enters said.

In the last three months, furniture giant Ikea has equipped five California stores along with a store in Portland, Ore., and one in Seattle with charging stations. Additional chargers are coming to locations in East Palo Alto, Calif., and Tempe, Ariz.

The Swedish retailer doesn't track how often the stations are used, but the chargers have been conversation pieces, said Ikea spokesman Joseph Roth.

"You can just stand and watch folks driving by in the parking lot. They see the space and you can kind of see that 'oh wow, that's kind of neat' look on their faces," Roth said. "We view it as another aspect of the shopping experience."

Whether shoppers think so is up for debate.

At an Ikea in Covina during a recent weekend, most shoppers walked into the store with nary a glance at the three chargers planted squarely in front of an entrance in the parking garage.

Although she's a frequent patron of the store, Jennifer Ingalls, 48, said she's never noticed the stations.

"I'm all for green, but that doesn't make me want to shop here more," said the 48-year-old human resources assistant. "I'm a big truck fan myself."

Retailers usually get most of the costs covered with subsidies by partnering with a handful of companies such as ECOtality and Coulomb Technologies that specialize in installing and supporting charging stations. These companies have in turn received money ? millions of dollars, in some cases ? from the Energy Department to build up an infrastructure that encourages increased use of electric vehicles.

'30 Rock' star back at work after hospitalization (AP)

SALT LAKE CITY ? Comedian and "30 Rock" cast member Tracy Morgan is back at work in New York after a brief hospitalization in Utah, his publicist said Wednesday.

"He appreciates everyone's support and concern," Lewis Kay said in an email to The Associated Press.

The actor was hospitalized Sunday while attending the Sundance Film Festival in Park City, where the elevation is 7,000 feet.

Kay said Morgan suffered from exhaustion and altitude. Morgan also has diabetes.

Morgan posted a comment on Twitter from the hospital Monday, saying the high altitude "shook up this kid from Brooklyn."

"Superman ran into a little kryptonite," he quipped.

The hospital found no drugs or alcohol in Morgan's system, Kay said.

Recordings of 911 calls made on the night he collapsed, which were obtained by the AP, indicate Morgan passed out at the Blue Iguana restaurant.

"I don't know if he's been drinking," said one caller, who added that Morgan had vomited. He also said the actor was unconscious and had been loaded into the backseat of a taxi, ready to be rushed to a hospital. However, the dispatcher told the caller to remain there and wait for an ambulance.

Other callers told the dispatcher Morgan had a high fever and was breathing slowly.

"It's actually a celebrity. He has a high fever," said one caller.

An ambulance arrived a short time later and took Morgan to a nearby hospital. He was released a day later.

Asia stocks mostly gain on Fed's low rates pledge (AP)

BANGKOK ? Asian stock markets were mostly higher Thursday after the U.S. central bank pledged to keep interest rates low for another three years to nurture the country's stubbornly slow economic recovery.

Hong Kong's Hang Seng Index jumped 1.1 percent to 20,322.51 on its first trading day since the Chinese New Year holiday. South Korea's Kospi rose 0.2 percent to 1,956.14. Benchmarks in Singapore and New Zealand also rose.

Japan's Nikkei was 0.4 percent lower at 8,846.96, following strong gains a day earlier. Markets in Taiwan and mainland Chinese remained closed for the Chinese New Year. The Australian market was closed for a public holiday.

On Wednesday, the U.S. Federal Open Market Committee said it was unlikely to raise interest rates before late 2014. It had previously said it expected to keep rates low into the middle of 2013.

The Fed cut rates to near zero in December 2008, during the financial crisis, and has held them there ever since. The announcement was a sign that the Fed expects the economy, which is improving, to need significant help for three more years.

Analysts said stock buyers rejoiced that the Fed was leaning toward promoting economic growth.

"With the FOMC sending out a strong signal that monetary policy is likely to remain accommodative for even longer than previously expected, risk assets are in a very good position," said Stan Shamu of IG Markets in Melbourne.

Wall Street welcomed the news, with the Dow Jones industrial average closing up 0.6 percent at 12,756.96 ? the highest close since May 10. The Standard & Poor's 500 index rose 0.9 percent to 1,326.06. The Nasdaq composite index gained 1.1 percent to close at 2,818.31.

Benchmark crude for March delivery was up 39 cents to $99.79 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose by 45 cents to finish at $99.40 per barrel in New York on Wednesday. At one point it was as high as $100.40.

The prospect of low interest rates weighed on the dollar, since it reduces the returns that investors get from holding assets denominated in that currency. The euro rose to $1.3103 from $1.3084 late Wednesday in New York. The dollar fell to 77.75 yen from 77.81 yen.

Justin Timberlake Is 'Perfect' In Coen Brothers Flick

"W.E." star Oscar Isaac is deep in musical preparations for the next Coen Brothers film, "Inside Llewyn Davis," in which he'll play the title character. In a couple weeks, Isaac and his castmates, including Justin Timberlake, Carey Mulligan and Garrett Hedlund, will be on set, but until then they are in the recording studio putting the finishing touches on the film's musical elements.

"Right now I'm gearing up for the Coen Brothers film, which is all music-based," he told MTV News at the New York premiere of the Madonna-directed "W.E." "So that's actually taking up a lot of the musical creative energy. So excited."

Isaac, much like his co-stars, has dabbled in music, having put off recording his own music to focus on the film. And with some assistance from some big-name musical heavyweights, the music is destined to shine. The actor said the cast is currently in the studio with Timberlake, the Punch Brothers, T-Bone Burnett and Mulligan's fiancé, Marcus Mumford — what he called an "amazing group of musicians."

"It's folk from the '60s — old songs passed down for many generations — but new takes on them," he said of the songs being used in the film, which follows the life of a New York City folk singer in the 1960s. "Obviously we have the hindsight of now and so we kind of revisit these old songs. They're hopeful and beautiful and in contrast [to] the life of a folk singer, which is not very beautiful at all. It's very drab and dire. It's a screwball comedy."

As for Timberlake, the pop star best known for his bouncing beats can sing folk too. "He's perfect, really pure," Isaac said.

2012 offers tons of gaming fun for everyone | Washington Examiner

Last year saw the release of so many giant games, from "The Legend of Zelda: Skyward Sword" to "Batman: Arkham City" to "Portal 2," that one could spend all of 2012 just playing catch-up. But that would be a shame, because this year is set to have an equally strong lineup. Whether you're into role-playing games or shooters, 2012 has plenty of reasons to set aside "Angry Birds."

The sports arena is set for a strong showing in the first half of 2012, with EA's extreme snowboarding game "SSX" (Feb. 28) leading the charge. If the Australian Open has you in the mood for more tennis action, "Grand Slam Tennis 2" (Feb. 14) will soon be hitting the court. Also on the way: "Major League Baseball 2K12" and "MLB 12: The Show" (March 6), and Tiger's yearly outing, "Tiger Woods PGA Tour 13" (March 27).

Shooters are also set to make a splash with new twist on the genre, a few reboots and plenty of sequels. The gravity-defying "Inversion" (Feb. 7) and squad-based shooter "Binary Domain" ( Feb. 28) are the new dogs. The sci-fi series "Syndicate" (Feb. 21) is being rebuilt as a first-person shooter. Other favorite franchises make their return this spring in the form of "Mass Effect 3" (March 6), "Resident Evil: Operation Raccoon City" (March 20), "Max Payne 3" (May 15), and "Tom Clancy's Ghost Recon: Future Soldier" (May 22).

After a bad year for role-playing games, 2012 is shaping up to be something of a renaissance for the genre. Leading the pack is "Final Fantasy XIII-2" (Jan. 31), sequel to the divisive (but best-selling) 2010 adventure. The all-new "Kingdoms of Amalur: Reckoning" (Feb. 7) has the strangest pedigree in recent memory: art by Todd McFarlane, creator of "Spawn," game mechanics by Ken Rolston, lead designer of the phenomenally successful "Elder Scrolls" games, and a high-fantasy universe conceived by ... three-time World Series-winning pitcher Curt Schilling?! Curiosities aside, our most anticipated RPG is the Wii-exclusive "Xenoblade Chronicles" (April 2). Hailed by overseas critics as a landmark for the genre, the game is finally coming to America, thanks to a grassroots campaign protesting its absence. Will it live up to the hype?

On tap in 2012?
One of the biggest additions to the gaming world this year will be Nintendo's Wii U. This new console -- which has been touted mostly for its strange, tablet-style controller -- will bring the Japanese gaming giant into the high-definition era. It's slated for release in the second half of the year. Like the Wii U, there are plenty of top-tier games set for 2012 that don't have firm release dates. Here are the games we're dying to play (and hoping don't get bumped into 2013):
? Assassin's Creed III -- More face-stabbing on the way.
? BioShock Infinite -- An adventure in the sky.
? Darksiders II -- Death takes his revenge.
? DmC: Devil May Cry -- Dante gets rebooted.
? Fable: The Journey -- An RPG on rails for Kinect.
? Halo 4 -- A new Master Chief trilogy begins.
? The Last Guardian -- Team Ico's next beautiful adventure.
? Tomb Raider -- A younger Lara Croft.

On the hand-held front, we can't wait for "Resident Evil Revelations" (Feb. 7) for Nintendo's 3DS. "Revelations" reunites Jill Valentine and Chris Redfield, the protagonists of the original "RE," and, fittingly, promises a return to the series' horror roots. But the biggest news in hand-helds is the PlayStation Vita (Feb. 22). With on-the-go gaming so completely dominated by phones, one has to wonder how traditional hand-held systems can stay relevant. Sony answers this challenge with what is more or less a portable version of a home console. In addition to its touchscreen, the Vita features two joysticks -- just like home controllers -- and massive graphical power. Of the ridiculous number of games releasing alongside the Vita, we're most looking forward to "Uncharted: Golden Abyss,"

"Resistance: Burning Skies," and "Reality Fighters."

Government closes Volt probe, says car is safe

(AP) ? The government ended its safety investigation into the Chevrolet Volt on Friday after concluding that the Volt and other electric cars don't pose a greater fire risk than gasoline-powered cars.

The National Highway Traffic Safety Administration began studying the Volt last June after a fire broke out in one of the cars three weeks after it was crashed as part of safety testing. Two other fires occurred later related to separate safety tests, and NHTSA opened an official investigation into the vehicle on Nov. 25.

The agency and General Motors Co. know of no fires in real-world crashes.

GM and federal safety officials say they believe the fires were caused by coolant leaking from damaged plastic casing around the batteries after side-impact collisions. The coolant caused an electrical short, which sparked battery fires seven days to three weeks after the crashes.

GM announced earlier this month that it will add steel plates to about 12,000 existing Volts to protect the batteries in the event of a crash. The company has sold around 8,000 Volts and 4,000 are still for sale. GM is repairing the vehicles for free. NHTSA didn't order the recall, as it sometimes does after a safety investigation.

GM said Friday that NHTSA's decision to close the investigation is consistent with the results of its own internal testing. It said the steel plates will provide additional protection and minimize fire risk in the days and weeks after a crash.

NHTSA said Friday that it "continues to believe that electric vehicles show great promise as a safe and fuel-efficient option," and that based on available data, electric cars don't appear to be riskier than gas-powered ones.

But the agency said electric cars do have some specialized components, and the agency has developed guidelines for firefighters and other responders on how to handle electric cars after a crash.

Home prices likely to keep falling in 2012

The housing market ended the year on a positive note with strong sales in December, but a glut of unsold homes will likely push prices lower through much of this year, forecasters said Friday.

Sales of existing homes hit an 11-month high last month and the number of properties on the market fell to the lowest level in nearly seven years, according to the National Association of Realtors.

Unseasonably warm weather may have helped boost sales, but analysts said a strengthening job market and record low mortgage rates should buoy housing in coming months. Still, they were troubled by the high level of "distressed homes" for sale, including short sales of underwater properties or sales of foreclosed properties. Nearly one-third of existing-home sales were distressed last month, according to the Realtors.

In addition, one-third of Realtors said home sales fell through last month because of declined mortgage applications or appraisals that fell short of the required values.

"These strong negative undercurrents in the housing market and absence of support from strong labor market conditions will continue to trim home sales in the near term," said Asha Bangalore, economist at Northern Trust Co.

The median sale price for an existing home in December was $162,500, down 2.5 percent from December 2010. For the full year, the median price for existing homes fell nearly 4 percent.

"Home sales will gradually improve in 2012. ... However, prices will continue to decline in the near term, despite the better sales," said Stuart Hoffman, chief economist of PNC. He pointed out that many home foreclosures are stuck in the pipeline due to paperwork issues and will pressure home prices in the year to come.

"The market for single-family homes picked up in the second half of 2011, after being stuck near the bottom for nearly three years," said economist Patrick Newport of IHS Global Insight. "This pickup is real, but the road to recovery will be a slow one."

While the home sales pace was a touch below economists' expectations, December marked the third straight month of gains, adding to hopes that a tentative recovery was taking shape.

But a glut of unsold properties that is weighing down on prices and stringent lending practices by banks is likely to make progress painfully slow.

There were 2.38 million unsold homes on the market last month, the fewest since March 2005. That represented a 6.2 months' supply at December's sales pace, the lowest since April 2006 and down from a 7.2 months' supply in November.

The Realtors group noted, however, that the inventory of unsold homes tends to decline in winter.

Data earlier this week showed single-family home starts rose for a third straight month in December and optimism among builders this month was the highest in four-and-a-half years.

"It is very encouraging that the current phase of the recovery is being driven by economic fundamentals as opposed to being fostered by temporary stimulus," said Millan Mulraine, a senior macro strategist at TD Securities in New York.

Republicans set to release official Iowa count

DES MOINES, Iowa (AP) ? Republican Party of Iowa officials are set to release certified vote totals from the Jan. 3 caucuses, the closest outcome in the event's history.

The totals will be announced Thursday morning at the party's headquarters near the Statehouse in Des Moines. The actual documents from each of the 1,774 precincts, grouped by county, will then be made available to presidential campaigns, and media representatives will have access to the documents later in the morning.

The vote total reported by the party on the night of the caucuses showed former Massachusetts Gov. Mitt Romney with 30,015 votes, just eight ahead of former Pennsylvania Sen. Rick Santorum with 30,007.

That slim margin has been called into question by reports of errors in tabulations in some precincts.

Nick Cannon is Alive!


Nick Cannon is not dead. How do we know? Because the America's Got Talent host tells us himself in the following video.

Fresh off a health scare, in which Cannon was hospitalized for kidney problems, the singer/actor/host updated fans of his status during his first day back at work, joking that he's "not dead" and putting to rest some of the rumors that cropped up during his time under physician care.

"The doctors had to reboot my entire immune system, and I'm working through that now," Nick says. "I feel like I'm 100 percent. A couple more procedures and things to go, but I'll be fine."

Paul Stoller: Media Matters In Africa

In a recent blog post, "Out of Africa," Patrick Smith, author of Salon.com's popular "Ask the Pilot" series, presented impressions of his latest trip to West Africa. "I love the flight into Dakar," Smith wrote, "but in Senegal I see how the world is falling to pieces right in front of me."

Patrick Smith went on to present his take on contemporary life in Senegal and other African nations, where, according to the blog, you must put up with bad service, exotically distasteful food, and sullen beggars who endlessly hit you up for gifts -- food, clothing, or better yet, money. Patrick Smith seems to have become disillusioned with Senegal. He wrote:

Yet it's also true that the more time I've spent in Senegal, the less I've come to like it. The country has a way of beating you down, sucking your faith away. The heat, the garbage, the pickpockets and hustlers.

Everybody hitting you up for something. Nobody smiling

In the same piece, Smith described leaving a Lebanese restaurant and giving leftovers to a six or seven year-old child who was begging with a tomato can. He called the child a talibe, which he said refers to vagrant boys. In the blog post, he also described other places in West Africa, writing about the garbage strewn streets, of Mopti in Mali where "naked children splash in greasy water," and a "surreal" drive to Kano, Nigeria.

The topography is vaguely prehistoric -- everything rendered a deep, almost putrefied green, with insanely jutting karsts reminiscent of Vietnam or the south of Thailand. The trees are clumped and gnarled. Goats, no dinosaurs.

The man sitting next to the driver has an AK-47 and a Kevlar vest. He turns around and smiles.

We tip him well.


What does Patrick Smith know of West Africa?

His commentary suggests a dangerously profound ignorance of things African. It's clear that Smith has spent only a few moments of time on the continent, hopping from airport to airport and occasionally taking tours to places like Mopti and Timbuktu. He doesn't know, for example, that "talibe" refers to a Quranic school student. These young boys are not vagrants, as Smith suggests, but live with Islamic clerics who teach them the Quran. In the evening they beg for food. In Islam, it is a mark of piety to give food or money to the old, the infirm, the blind, the maimed as well as to young Quranic school students.

The filth that Patrick Smith describes in Senegal and Mali is a result of poverty, which, of course, is not unique to West Africa. You can find hunger, filth, beggars and shabby conditions in urban and rural America. In Nigeria, he describes a "prehistoric" landscape so much on the edge of criminal chaos that his taxi driver is escorted by a man wearing a Kevlar vest and carrying an AK-47.

This set of images paints an all too familiar portrait of social life in Africa. Smith's language suggests a backward, filthy, ramshackle, lawless and humorless place that is beyond repair, a place where "the world is falling to pieces." This portrait, however, is only a minuscule part of the picture of social life in contemporary Africa. It describes surfaces not depths.

If Patrick Smith had spent more time in Senegal, Mali, or Nigeria, if he had attempted to speak to Africans in one of their own languages, if he had lived, even, for a little while, with a Senegalese, Malian, or Nigerien family, his impressions might have been different.

Patrick Smith and I agree about one thing: you cannot deny the serious social and political problems in West Africa. Even so, if you get to know West Africans, you quickly realize that these problems don't sap their considerable social resilience. In my long study of things African, I've found that despite the ravages of extreme poverty, most African people are somehow able to get on with their lives and make positive and sustainable contributions to their families, villages, and nations. The West Africans I've befriended over a thirty-year period of research have come from all walks of life -- urban professors, rural farmers, international traders, artisans, and university, high school and Quranic school students. I can't say I've liked all the people I've met in West Africa, but I can say that most of them have impressed me with their humor and their capacity to adapt and adjust to difficult conditions. What's most impressive, however, is their deep sense of social connection to one another.

This more humane dimension of African social life, however is rarely discussed in the press. Patrick Smith's commentary of superficial impressions is, I'm afraid, much more common. Such a commentary creates a set of misleading perceptions about an entire continent, which, in turn, can lead to ethnocentric, if not racist, attitudes about people in Africa.

Patrick Smith's blogs appear to be popular. People like reading about a pilot's reflections on the adventure of air travel. But when it comes to representing the social lives of people, writers should take great care, for the power to represent is a great power, indeed, for it shapes our attitudes and beliefs, sometimes at great cost to those we are attempting to describe.

Internet giants oppose Web control in India court (Reuters)

NEW DELHI (Reuters) ? Internet giants Google and Facebook told an Indian court on Monday that it is not possible for companies to block offensive content that appears on their websites, in a case that has stoked fears about censorship in the world's largest democracy.

Google and Facebook are among 21 companies that have been asked to develop a mechanism to block objectionable material, after a private petitioner took the websites to court over images deemed offensive to Hindus, Muslims and Christians.

At the heart of the dispute is a law passed last year in the country that makes companies responsible for user content posted on their websites, requiring them to take it down within 36 hours in case of a complaint.

The case was originally filed in a lower court, but the companies have appealed to the Delhi High Court, challenging the lower court's ruling asking them to take down some content.

"The search engine only takes you till the website. What happens after that is beyond a search engine's control," Neeraj Kishan Kaul, a lawyer for Google's Indian unit, told a packed High Court hearing on Monday.

"If you use blocks, which is very easy for people to say, you will inadvertently block other things as well. For example: the word 'sex'. Even a government document like a voter ID list or a passport has the word 'sex'," he added.

Siddharth Luthra, a lawyer for Facebook told the court it was not possible for the social network to "single out" any individual on the basis of religion or views and said the users should be held responsible for content they post.

Less than a tenth of India's 1.2 billion population have access to Internet although its 100-odd million users make it the third biggest Internet market after China and the United States. Internet users in India are seen nearly tripling to 300 million over the next three years.

Despite the new rules to block offensive content, India's Internet access is still largely free unlike the tight controls in neighboring China.

Civil rights groups have opposed the new laws. But politicians say that posting offensive images in the socially conservative country with a history of violence between religious groups presents a danger to the public as Internet use grows.

The high court will resume hearing the case on Thursday, Justice Suresh Kait said. The judge was last week quoted by local media warning the websites of China-style controls if they did not create a means to curb material seen as offensive.

YORBA LINDA, Calif. (AP) ? The father of the man suspected of killing homeless men in Southern California is himself homeless and says his son last week showed him a picture of one victim as a warning of the danger of being on the streets.

Refugio Ocampo, 49, also told The Associated Press on Sunday that his son came back a changed man after serving with the Marines in Iraq, expressing disillusionment and becoming ever darker as he struggled to find his way as a civilian.

The father said he lost his job and home, and ended up living under a bridge before finding shelter in the cab of a broken-down big-rig he is helping repair.

His 23-year-old son, Itzcoatl Ocampo, was arrested Friday in connection with the serial killings of four homeless men since late December.

Refugio Ocampo said that on Jan. 11 his son came to him with a picture of the first victim, who was killed on Dec. 20.

"This is what's happening," the father quoted his son as saying.

"He was very worried about me. I told him, 'Don't worry. I'm a survivor. Nothing will happen to me. I will find something. Count on it,'" the father said.

While Refugio Ocampo lives away from his family, they remain close. He saw his children every day, and his wife brings food to the parking lot where the truck is located in the city of Fullerton.

Itzcoatl Ocampo has been living with his mother, uncle, and little brother and sister in a humble rented house on a horse ranch surrounded by the sprawling suburbs of Yorba Linda.

Refugio Ocampo, who said he was educated as a lawyer in Mexico, immigrated with his wife and Itzcoatl in 1988 and became a U.S. citizen. He described building a successful life in which he became a warehouse manager and bought a home in Yorba Linda. In the past few years he lost his job, ran out of savings and lost his house.

His son entered the Marine Corps right out of high school in 2006 instead of going to college as his father had hoped. Itzcoatl Ocampo was discharged in 2010 and returned home to find his family in disarray, the father said.

Refugio Ocampo and his youngest son, Mixcoatl, 17, both described a physical condition Itzcoatl suffered in which his hands shook and he suffered headaches. Medical treatments helped until he started drinking heavily, both said.

"He started drinking like crazy, too much, way too much," the father said.

A neighbor who is a Vietnam veteran and the father both tried to push Itzcoatl to get treatment at a Veterans hospital, but he refused. Refugio Ocampo said he wanted his son to get psychological treatment as well.

"He started talking about stuff that didn't make any sense, that the end of the world was going to happen," he said.

"Before, he had the initiative to do things, the desire. But after the military, he didn't have any of that," he said.

That was far from the son who in high school was a polite and motivated student, he said.

Refugio Ocampo said investigators came to him on Friday night and showed him surveillance photos from a crime scene, but he did not recognize his son as the person in the images.

"If he did it, it wasn't right, obviously. But there's something wrong with him," he said.

Japan police nab inmate after underwear jailbreak (AP)

TOKYO ? A nationwide manhunt that riveted Japan ended Friday when police captured a Chinese convict who bolted from a Hiroshima penitentiary clad only in his underwear in the country's first prison break in more than two decades.

Police found Li Guolin, who was serving a 23-year sentence for attempted murder, near an elementary school in the southern Japan city on Friday. Officials said it was the first prison break from a Japanese penitentiary since 1989.

Japan's public broadcaster, NHK, broke into programming to show police taking him into custody. He wore a heavy jacket and ski cap pulled down over his face. NHK said he had a knife when he was arrested.

Li is suspected of breaking into a nearby apartment to steal clothes after he jumped the prison walls on Wednesday. According to the Japanese media, he also stole a beer while he was there ? police reportedly found his DNA on a can he left behind.

Hiroshima police confirmed his arrest, but had no further comment.

The government's top spokesman apologized for the escape and vowed tougher measures to keep inmates from breaking out. Li managed to climb over a wall inside the prison campus and then use scaffolding to get over the 16-foot (5-meter) outer wall, which was under construction for repairs. Sensors on the wall were turned off because of the repair work.

"We apologize for causing serious safety concerns to the neighbors," Chief Cabinet Secretary Osamu Fujimura said. "We'll make sure that prisons and related institutions take steps so that they will never repeat the same mistake."

Li, believed to be the leader of a gang of burglars, was convicted in 2005 for shooting at a police officer and stealing a squad car.

Nearly 800 officers had been assigned to the hunt for Li, who had been jailed for shooting at an officer and stealing a squad car in 2005.

The escape was the first ever from the Hiroshima prison. A corrections official with the Justice Ministry said the last escape by an inmate from within a Japanese prison was in 1989.

Li escaped by ducking out of an outdoor exercise session.

Li was sent to the Hiroshima prison in 2008.
